I made a second Lum banner to replace the one that had somehow been deleted. It's already added (bitch) (NVM the original's back so I've deleted it vvv)

I updated / cleaned up the Banner Admin Page: all banner links that go outside the main site now open up a new tab. Just a quick reminder to those making banners (since I had messed the tables up myself): Banners are 468 x 60 px (or smaller) thanks!
